An Analytic Corrective Project Management Plan for GPS Management System Supervising Waste-equipping

Institute for Information Industry (III) is commissioned by the EPA (Environmental Protection Administration) of Executive Yuan as a spectator to scrutinize current GPS management system to track trucks shipping waste. The goals includes proposing suggestions to improve efficiency of existing system, strengthening management for waste flow, preventing waste from illegal dumping, and reducing accidents of waste-equipping trucks. The objectives of this project were to analyze current GPS management system of tracking trucks shipping waste, and providing suggestions to eliminate defects. As for analysis, our team serves as a spectator finding gaps between current procedures of management and laws, as well as inspecting procedures of execution. To find out covert problems or defects, we also focused on the procedures related to the authority, sources of waste, responsibilities of shipping contractors, and processor of waste, so that we could find out blind spots and defects in this framework. Our team has collected illegally-dumped events of waste in the recent years, and divided them into seven categories objectively. The problems are stated as follows : defects of the current laws, lack of efficient notification, system incompatibility of vehicular computers, lack of evidence and foreseeable procedures of waste generators, lack of monitoring procedures of waste for recyclers and treatment facilities, defects within GPS system, and EPB’s unawareness for the inspection capacity. For protecting our environment jointly, III aimed preventing waste from illegal dumping as the goal, as well as making use of our profession in telematics to propose corrective suggestions for above mentioned problems.
